No air contaminant shall be discharged into the atmosphere for a period or periods aggregating more than three <br /> F, minutes in any one hour which is as dark as, or darker than,Ringelmann 1 or 20%opacity. Either the VOC control efficiency shall not be less than 95%,or the total VOC emission rate shall not exceed 2 pounds <br /> in any one day. [District Rule 2201]F. <br /> i <br /> 5.
