P ALNEA11_Ifi SECOR���frt i�� `� "9f1CF <br /> January 24, 1997 international InC lPotated <br /> 97 MAS' Pm 1: Q 1 <br /> David L Crow <br /> San Joaquin Valley Unified Air Pollution Control District <br /> 1999 Tuolumne Street, Suite 200 <br /> Fresno, CA 93721 <br /> Subject: QUARTERLY REPORT ON THERMAL OXIDIZER OPERATION <br /> FOURTH QUARTER 1996 <br /> PERMIT NO N-3139-1-0 <br /> 440 WEST CHARTER WAY, STOCKTON, CA <br /> Mr Crow <br /> Enclosed for your review is the Quarterly Monitoring Report for the period October through <br /> December 1996 for the above referenced site SECOR International Incorporated (SECOR) is <br /> forwarding you a copy of this report on behalf of Mr Dave Heinrich of Texaco Refining and <br /> Marketing, Inc (TRMI) <br /> The soil remediation system consists of four dual-completion vadose zone extraction wells, a <br /> vacuum blower, and a thermal oxidizer A SECOR technician visited the site bi-monthly to <br /> monitor the system Activities performed during these visits included equipment inspection, <br /> influent and effluent soil vapor concentration measurements, and control system adjustments <br /> A flame ionization detector (FID) was used by the technician to measure the soil vapor <br /> concentrations when the soil remediation system was operating Influent and effluent soil vapor <br /> samples were collected in October and November in Tedlar sample bags and submitted to BC <br /> Analytical in Glendale, California for laboratory analysis <br /> During this reporting period, the soil remediation system was shut-down during the last half of <br /> the quarter due to a mechanical overhaul was required to evaluate an unknown combustion <br /> component failure The soil vapor analytical results and system efficiency results are enclosed <br /> with this report Approximately 5,670 pounds of gasoline have been removed and treated at the <br /> site since the system began operating in January 1996 <br /> There were no air samples collected during December due to the mechanical failure of the VES <br /> TRMI is currently evaluating replacing the VES with another thermal oxidizer system SECOR <br /> will keep your agency advised as this situation progresses <br /> TESIStocktnn/CharwWav cov SBCOR <br /> lana-24 1997 <br />\ NOOOI-006-01 <br /> 1787 Tribute Road Smte C, Sacramento C 1 95815-4404 (916)648-9160 (916)648-8052 FAA <br />
