s <br /> On August 28, 1995, Best Environmental Inc , under a subcontract with SECOR, performed the <br /> start-up testing and sampling for the system, the procedures were observed by Ms Diane <br /> Busalacchi of the SJAPCD and senior engineer from SECOR Vapor streams at the inlet and <br /> outlet of the thermal oxidizer were monitored for total hydrocarbons (THC) with a flame <br /> ionization detection (FID) continuous analyzer, and for volumetric flow rates One grab vapor <br /> sample each was collected from the inlet and outlet of the oxidizer, the samples were collected <br /> using a"lung" sampler and Tedlar bags The vapor samples were analyzed by BC Analytical, a <br /> State-certified laboratory, for TPHg, and BTEX A summary of the analytical results, field <br /> operating parameters, and emission calculations is presented in Table 1 The start-up results <br /> indicated that the system met all permit conditions and a Permit to Operate was issued by the <br /> SJAPCD (Appendix B) <br /> 440ASB RPC SECOR <br /> Job No NOOOI-W-01 S September 12 19% <br />
