♦1! ; r <br /> SECOR <br />'� Irr1c>>>tcrhnirctl Ilrcv���o�c�lc�d <br /> C� October 5, 1995 ,I <br /> COFIV <br /> Ms Diane Busalacchi <br /> Air Quality Inspector <br /> San Joaquin Valley Unified Air Pollution Control District <br /> 4230 Kiernan Avenue, Suite#130 <br /> Modesto, California 95356 <br /> re START-UP REPORT, PERMIT NO N-3139-1-0, 440 WEST CHARTER WAY, STOCKTON, <br /> CALIFORNIA. <br /> Dear Ms Busalacchi <br /> SECOR International Inc (SECOR)is submitting the enclosed start-up report for the soil remediation system <br /> r at 440 West Charter Way in Stockton,California(the Site) The remediation system is equipped with an 800 <br /> 1 cubic foot per minute(cfm)AKI thermal oxidizer as a vapor abatement system The start-up was conducted <br /> in accordance with the conditions outlined in the San Joaquin Valley Unified Air Pollution Control District <br /> (APCD)'s Authority To Construct- Permit No N-3139-1-0, dated May 17, 1994 A copy of the Authority <br /> To Construct is included as Appendix A The start-up results indicate that the system has met all permit <br /> conditions <br /> On August 28, 1995, Best Environmental Inc , under a subcontract with SECOR, performed the start-up <br /> testing and sampling for the system, the procedures were observed by Ms Diane Busalacchi of the APCD <br /> and Mr Nam Nguyen of SECOR Vapor streams at the inlet and outlet of the thermal oxidizer were <br /> monitored for total hydrocarbons (THC) with a flame ionization detection (FID) continuous analyzer, and <br /> for volumetric flowrates One grab vapor sample each was collected from the inlet and outlet of the oxidizer, <br /> the samples were collected using a"lung" sampler and Tedlar bags The vapor samples were analyzed by <br /> e BC Analytical,a State-certified laboratory, for total petroleum hydrocarbons as gasoline (TPHg), benzene, <br /> toluene, ethylbenzene, and total xylenes (BTEX) A summary of the analytical results, field operating <br /> parameters, and emission calculations is presented on Table 1 Laboratory report and chain-of-custody <br />' documentation are included as Appendix B Emission calculation data and field log are included as <br /> Appendix C <br /> 3 Based on the discussion between Ms Busalacchi and Mr Nguyen at the Site on August 28, 1995,The APCD <br /> will revise the permit conditions as follows <br /> E Condition No 4 The overall VOC control efficiency shall be 95% minimum at any time <br /> s0 Condition No 7 The influent and effluent VOC concentrations of the control device shall be <br /> measured for total hydrocarbons with a field FID, weekly during the first month of operation, and <br /> monthly thereafter <br /> • Condition No 8 Logs shall be kept and shall include (1)Operating times, (2) VOC measurements <br /> of influent and effluent of the control device, and (3) System flowrate <br /> Te.C&10001 006 018swtup rpt <br /> r <br /> I <br /> 500 121h 5idav 420 Oakland C 1 94607 1510),152-157, 1 710/-152--1,1N2 14 <br />
