sites. After review of the maps,an agreement was reached that the percentage of responsibility of the plume would be
estimated using area and volume calculations with mutually agreed upon assumptions and data gaps. The consultants for
each RP will continue to work together to arrive at a percent plume responsibility for the Commingled Plume Verification
Report. Based on the review of the isoconcentration maps, the RPs agreed that the percentage of responsibility would be
similar to an even split by the 5 or 6 RPs involved. Therefore the cost sharing agreement will be structure to split cost
evenly at 16.6%(If the Transmission Store is involved)or 20%if there are only 5 participants. Since Mr.Rodgers of
the Transmission Store was unable to attend,a decision on their participation was not yet obtained. The 5 participating RPs
discussed the benefits and concessions to be made to Mr.Rodgers and the Transmission Store. Charles Metzinger of Shaw,
stated that this information would be provided to Mr.Rodgers so that he could make an informed decision.
The other significant decision that was reached in the meeting was the selection that Mr.Sergio Morescalchi of BP who
volunteered to serve as the CPA Lead for RPs. Agency correspondence and communications will be the responsibility of Mr.
Morescalchi once the CPA Plume Application is submitted.
Mr.Barton, during my conversation with you last week, you had indicated that we should contact Mr.Rodgers to establish
a deadline on his decision to participate in the CPA. I contacted Mr.Rodgers later in the week and unfortunately he has been
experiencing some health issues. He did not have a chance to meet with his consultants regarding the January 23rd meeting.
He thought that this week he should be more fully recovered and anticipated talking to Shaw. I will contact him again near
the end of this week to see if he has made his decision.
You had also requested a schedule for submittal of the application. A Gantt chart with this schedule is attached.
If you have any questions or comments regarding this status report or the attached schedule, please do not hesitate to call.
We look forward to working with San Joaquin County and the Central Valley Regional Water Quality Control Board to
solve this environmental problem.
Sincerely,
John R. Carrow,RG
PSC Remediation Services Group
618-792-2468
2/11/2009
