CP0057 -3- <br />Stockton <br />3 - <br />Stockton Charter Way Commingled Plume <br />W. Charter Way & S. Lincoln Street <br />Stockton, San Joaquin County <br />15 August 2016 <br />30 January 2017. Please include in this chart projected timing for connection of <br />installed remedial wells to the remedial system, as well as the installation of the <br />monitoring well northeast of the ARCO property. <br />5. Stantec addressed concerns that well SMW-14-49 has not been sampled since 2010, by <br />stating that SMW-14 data from several sampling events was mislabeled in historical <br />tables and reported as SMW-14-49. As such, Stantec has consolidated these data <br />under SMW-14 in subsequent historical tables. However, this results in there being <br />three (3) separate data sets, including differing depth to groundwater and groundwater <br />elevation measurements, for well SMW-14 for the 14 October 2009 sampling event. The <br />historical tables included in the fourth quarter 2009 groundwater monitoring report for the <br />Former Texaco Station include only one of these data sets, so the other two data sets <br />may be erroneous. Please address this data issue in the fourth quarter Groundwater <br />Monitoring Report due by 30 January 2017. <br />6, On 29 July 2016, Mr. Brian Westhoff of Stantec submitted via email a draft Fact Sheet <br />intended to notify the public about the proposed remedial actions, including a site map <br />showing the extent of pollution in groundwater above drinking water standards. Also <br />submitted was a distribution list of owners and occupants within 500 feet of the <br />groundwater pollution. In several subsequent emails, Mr. Westhoff and I agreed upon <br />language and layout for the Fact Sheet, and I sent him final approval via email on <br />11 August 2016. The final layout included an expansion of the extent of the groundwater <br />pollution, and therefore required an expansion of the list of owners/occupants within 500 <br />feet. The final Fact Sheet is to be mailed to all recipients by 22 August 2016, with a <br />copy to my attention. <br />The Central Valley Water Board requests the following: <br />By 22 August 2016, please mail the Fact Sheet to the owners and occupants on the <br />provided list, with a copy to my attention. The Fact Sheet should be uploaded to <br />GeoTracker as a Notice. <br />• By 30 January 2017, please submit a Well Installation Report summarizing the well <br />installation activities. This Report should include: <br />o The installation of 11 monitoring wells (including MW -9A), 8 ART wells (including an <br />additional D zone well near SMW-11-122), 5 air sparge wells, 2 vapor extraction <br />wells, 2 soil borings, and 1 permanent soil gas probe, and lithologic and analytical <br />data. <br />o An updated Gantt Chart with timing for the connection of installed remedial wells to <br />the system and the installation of a monitoring well(s) northeast of the ARCO <br />property. <br />o Historical data table of SMW-14/SMW-14-49 water quality results. <br />o A proposal for a monitoring well based on observations from borings B-30 and B-31, <br />northeast of the ARCO property. <br />
