CHARTER WAY & 1444 S. LINCOLN STREET, STOCKTON, SAN <br />JOAQUIN COUNTY <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff have <br />reviewed the Work Plan Addendum dated 30 June 2016 (Addendum), submitted by Stantec <br />Consulting Services Inc. (Stantec) for the Commingled Plume sites on W. Charter Way and S. <br />Lincoln Street in Stockton (CP0057 Sites). <br />Site assessment and investigation have been on-going at the four Sites since the early 1990's <br />and the extent of pollution has not yet been fully delineated. Stantec submitted the Addendum <br />to address groundwater delineation and remediation. I concur with the work proposed in the <br />Addendum, provided that comments presented in this letter are adequately addressed. <br />In the Addendum, Stantec proposed the following: <br />• Moving well ART -2 to the north, and the addition of well ART -7 to better remediate <br />groundwater impacts in the vicinity of wells SMW-11 and SMW-26B, east of the Shell <br />property. <br />• Advancement of grab groundwater borings B-30 and B-31 northeast of AMW-1 and <br />AMW-2 to assess hydrocarbon impacts to groundwater north and east of the Arco <br />property, with a recommendation for the installation of a monitoring well to follow based <br />on analytical results obtained from these borings. Groundwater is proposed to be <br />collected at approximately 36 feet and 56 feet bgs in each of these borings. <br />• Installation of monitoring well MW -9B to assess hydrocarbon impacts to groundwater in <br />the southwestern corner of the Chevron property. <br />• Installation of well SLMW-13B to assess hydrocarbon impacts to groundwater west of <br />wells SLMW-7S and SLVE-1 on the Bimbo Bakeries property. <br />• The installation of well MW -37C to assess hydrocarbon impact in groundwater east of <br />SMW-28C located off-site east of the Former Texaco property. <br />KARL E.
