The Fact Sheet was distributed on 15 May 2015. The public comment period ended
on 15 July 2015. California Regional Water Quality Control Board, Central Valley Region
(Central Valley Water Board) staff concur that this Site is a good candidate for low risk closure.
Central Valley Water Board staff and San Joaquin County EHD staff did not receive any public
comments regarding case closure.
Central Valley Water Board staff reviewed the Well Destruction Work Plan.(Work Plan)-dated
5 August 2015, submitted on your behalf by Advanced GeoEnvironmental, Inc. (AGE). In the
Work Plan, AGE proposes to destroy the remaining 17 site wells by over-drilling the wells to one
foot deeper than their installed total depths and then backfilling the boreholes to surface grade
with neat cement covered with concrete or native soils to match the surrounding surface
material.
Please proceed with destruction of all 17 remaining site wells. By 31 December 2015, please
submit a Well Destruction Report. The Well Destruction Report should include, at a minimum,
documentation of destruction of all site wells, documentation of proper disposal of all
investigation derived waste, and a copy of the well destruction permits. Once this information is
received by this office, we will issue the legislatively required closure letter. Please provide me
with a least 3 working days' notice prior to commencement of field activities to allow me the
opportunity to observe.
San Joaquin County maintains jurisdictional authority for well destruction; therefore, you are to
contact San Joaquin County for approval of the well destruction method(s), and to obtain all
applicable permits and clearances required to properly destroy the monitoring wells associated
with this Site. You must comply with all applicable San Joaquin County directives.
KAnL E. LONGLEY Sc D, P.E., CHAIR I PAMELA C.
