Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 701 Charter Way E., Stockton, CA <br /> 2011 Annual 5-Year Review Update Response CUF Claim No 12741 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> fourth annual five-year review update letter dated 07 November 2011 from Kirk Larson of the <br /> State Water Resources Control Board (SWRCB) Cleanup Fund (CUF) for above-referenced <br /> site. The CUF concurred that active should continue on the site. <br /> Slightly over 3500 pounds of hydrocarbon contaminants have been extracted by operation of <br /> the dual phase extraction (DPE) since startup in January 2011: however, the system has been <br /> off-line since 15 August 2011, an action the consultant attributes to the limited allocation of the <br /> CUF for reimbursement of costs on this site. The consultant proposes short, infrequent `pulses' <br /> of vapor extraction and significantly reduced groundwater sampling and analysis to focus limited <br /> funds on the remediation. EHD has not approved this course of action. but is of the opinion that <br /> rigorous enforcement action or referral to the Central Valley Regional Water Quality Control <br /> Board would not be effective alternatives at this time.
