Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: April and May 2010 Draft Five-Year Review Recommendations, Caseworker <br /> Nuel Henderson's Sites <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> draft annual five-year review update letters issued by the State Water Resources Control Board <br /> Cleanup Fund (CUF) for various sites referenced below and comments as follows: <br /> 7500 W. Eleventh Street, Tracy, CA; Claim Number 14167: The CUF recommended that the <br /> END direct the responsible party (RP) to assess remedial options and conduct active <br /> remediation to achieve water quality objects (WOOs) in a timely manner. The EHD had <br /> approved a remediation work plan involving a cutoff trench to capture and remediate migrating <br /> impacted groundwater, but it has not been implemented. The consultant is currently preparing a <br /> site closure summary to argue for a low-risk closure. The EHD will consider the report upon its <br /> receipt and direct appropriate action. <br /> 7675 W. Eleventh Street, Tracy, CA; Claim Number 8590: The CUF recommended that the <br /> EHD direct the RP to initiate active remediation without delay. The RP's consultant has <br /> submitted a work plan to conduct additional site characterization and to pilot test dual phase <br /> extraction (DPE) and oxygen and ozone sparging. The EHD will approve the work plan. <br /> 3931 Newton Road, Stockton, CA; Claim Number 1129: The CUF recommended that the <br /> EHD approve the work plan dated 21 April 2010, for soil vapor extraction; a course of action <br /> consistent with EHD intentions. <br /> 701 E. Charter Way, Stockton, CA; Claim Number 12741: The CUF recommended that <br /> remediation begin without delay. The second quarter 2010 monitoring report notes that the <br /> electrical upgrades needed for the approved DPE system have been installed; during the <br /> installation it was discovered that a natural gas line was damaged and must be replaced. <br /> Meanwhile, the CUF has issued a pre-approval to purchase the remediation equipment; delivery <br /> is expected in July and to be put into operation shortly thereafter.
