I <br /> PUBLIC NOTICE <br /> Fact Sheet <br /> Pending Case Closure for Leaking Underground Storage Tank Site <br /> Advanced GeoEnvironmental, Inc. (AGE), on behalf of the San Joaquin County Environmental Health <br /> Department (EHD), invites public comment regarding consideration by the EHD to grant regulatory <br /> closure for the leaking underground storage tank (LUST) case at the subject site (Site) identified below: <br /> SUBJECT SITE: <br /> Site Name: SUPER CENTER MART GeoTracker Global ID No. 70607700802 <br /> Site Address: 701 East Charter Way, Stockton CA EHD Site Code: 2512 <br /> PUBLIC COMMENT PERIOD: 60 Days —from (15 May 2015 to 15 July 2015) <br /> CASE SUMMARY: <br /> The EHD and the Central Valley Regional Water Quality Control Board (CVRWQCB), in cooperation <br /> with Mr. Swaran Chouhan (property owner), and AGE (environmental consultant) have evaluated soil <br /> and groundwater conditions, and potential health concerns at the subject site resulting from an <br /> unauthorized release of gasoline from an underground storage tank (UST) system. The unauthorized <br /> release from the UST system was discovered in June 1997 during the initial environmental investigation <br /> and then again in February 1998 when the USTs were removed and replaced. At the current time there <br /> is an active UST system on the Site. <br /> Soil and groundwater investigations were conducted from June 1997 to February 2015, to characterize <br /> impacted soil and/or groundwater. AGE determined the extent to which the petroleum hydrocarbons <br /> have significantly impacted soil and groundwater. From the existing UST locations, groundwater <br /> contamination extended off-site toward the northeast approximately 100 feet and toward the southeast. <br /> A dual phase extraction system was operated at the site to remove residual soil and groundwater <br /> impact from January 2011 to January 2014. Based on operational data and laboratory analytical data <br /> an estimated 5,993 pounds of gasoline range hydrocarbons were removed from soil and groundwater <br /> during remedial operation. <br /> Determining that the site posed a low threat to human health, this site was recommended for closure <br /> by the California State Water Resources Control Board Cleanup Fund under California's Low-Threat <br /> Underground Storage Tank Case Closure Policy. Potential negative effects of the residual <br /> contamination on human health and the environment were evaluated by AGE, and found to be <br /> negligible. On the basis of groundwater monitoring and the site characterizations, and the <br /> recommendation of AGE, the EHD has concluded that the Site status is protective of the environment <br /> and human health for current and future Site use and for adjacent off-site areas. The EHD will submit a <br /> Case Closure Summary to the CVRWQCB. Once the EHD has addressed all public comments <br /> received, the EHD anticipates issuing a No Further Action Required letter for the subject Site. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca.gov/. <br /> Upon written request, the Site case file is available for review at the EHD office located at 1868 East <br /> Hazelton Avenue, Stockton, California 95205.
