"Tl —
A Dual Phase Extraction Pilot Test Work Plan
Fortner Beneto Facility, 749 East Charter Way, Stockton, Califomia
Page 3
August 14, 2009 — In a letter, the San Joaquin Environmental Health Department (SJEHD)
_ requested that Apex prepare a Corrective Action Plan (CAP) to show what remedial option is the
most cost effective. The letter also approved the destruction of wells MW-2 and MW-6.
' :. November 16, 2009 — The Underground Storage Tank Cleanup Fund (USTCUF) conducted a
5 -year review for the subject site. In their review, the USTCUF stated that they concurred with
the SJEHD that remedial alternatives should be assessed and active remediation should be
implemented.
J October 7, 2010 — Apex submitted a Groundwater Monitoring Well Destruction Workplan,
which was approved by the SJEHD in a letter dated October 18 , 2010.
October 13 , 2010 — Apex submitted a Vapor Well Destruction Workplan, which was approved by
G` the SJEHD in a letter dated October 18 , 2010 .
'` October 21 and 22, 2010 — Apex personnel supervised the destruction of monitoring wells MW-2
and MW-6 and vapor extraction well VW-7 . The results of the well destructions were
documented in Apex ' s Groundwater Monitoring and Vapor Extraction Well Destruction Results
Report dated December 17, 2010.
f1 GENERAL SITE INFORMATION
h 1 Site name Former Beneto Facility
Site address 749 East Charter Way, Stockton, California
Responsible party Beneto, Inc.
1 Current site use Gas station
Current phase of project Groundwater monitoring
_ Tanks at site Three
Number of wells 15 groundwater monitoring wells (13 shallow wells
- and 2 deep wells ) and 6 vapor extraction wells
DUAL PHASE EXTRACTION PUMP TEST
_ Apex proposes to conduct a 4-day (96 hour) DPE pilot test at the subject site. Apex will extract
soil vapors and ground water from wells MW- 1 and MW-5 (Figure 2) using a trailer-mounted
J high vacuum liquid ring (LR) thermal/catalytic oxidizer. If groundwater extraction can not be
sustained at wells MW- 1 and MW-5 an alternate dual phase extraction location may be
investigated at monitoring well MW-4. Extraction rates from both monitoring wells MW- 1 and
MW-5 (and possibly MW-4) will aid in the design of a more effective dual phase remediation
system. Because the SVE radius of influence (ROI) of 44 to 140 feet was determined by a soil
f . vapor extraction test conducted on February 6 and 7, 2007, minimum vacuum data will be
collected to confirm previous data. Background vacuum data will be collected from all wells
prior to DPE pumping. Vacuum levels will be collected daily during the DPE pump test from all
monitoring wells without pressure transducers .
'sl
