Charter Way,
Stockton
Dear Mr. Morita;
As a followup to my letter to you dated December 18, 1992, I have
made a more thorough review of the results and conclusions
presented in the 11-6-1992 report prepared by ESE, inc. , along -
with. a general site assessment of the area. The following
comments will hopefully clarify some obvious misstatements in
that report, and give you a better idea of what the rules are
covering site cleanup and obtaining closure.
A review of topographic and County Flood Control District Maps
confirms the EHD's statement that the highest recent groundwater
level was about 3S' below ground level , (bgl , ) when measured in
the Spring of 1986. This data, along with information on average
rainfall , is critical to determining the levels of contaminants
that can be left in the soil without removal or remediation.
Using the Environmental Fate worksheets from the LUFT Manual ,
allowable levels of HTEX that can be left in the soil can be <
calculated; copies of those worksheets are attached to this
letter for your information. <`
based on the results of those calculations, the amounts of ";
Benzene, Toluene, Ethylbenzane, and Xylene, (BTEX, ) measured in
the 7 soil borings placed in March, 1992 all exceed allowable
,levels for leaving in place. Benzene was the most preeminent,
oceuring in all 7 soil borings; the data is summarized below. z
BENZENE `
TH-1 Detected in all samples from 35 ' to 50' ; ND at 55'
TH--2 Detected in samples from 35' & 45' '
TH-3 Detected in all samples from 25' to 50 ' (Htm. )
TH-4 Detected in all samples from 20' to 45' (Btm. )
TH-5 Detected in samp1les, at 30' & 40' ; ND a 45 ' (Stm. )
E TH-6 Detected at 35' & 40' ; ND 0 45' (btm. )
TH-7 Detected at 34' 1 ND at 35' (Ston. ) y
i
Based on the data, the Environmental Fate worksheet, (EFW, ) C01
r
