Charter Way <br /> Stockton, CA 95206 <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed the "Preliminary Site <br /> Characterization Report" dated May 6, 1992 prepared by Earth <br /> Systems Environmental, Inc. <br /> PHS/EHD concurs with your proposal to remediate soil by <br /> excavation and surface bioremediation. Further metal analysis <br /> for Chromium and Nickel should be conducted beneath the waste oil <br /> tank when the area is re-excavated. Also, the soil to be <br /> bioremediated must be shown to be non-hazardous before it can be <br /> treated. Hazardous waste criteria testing described in <br /> California Code of Regulations Title 22 must be performed to <br /> demonstrate the soil is not hazardous. <br /> Submit a detailed soil remediation plan to PHS/EHD by July 15, <br /> 1992 . <br /> According to San Joaquin County Flood Control Maps (Spring 1983 <br /> and 1986) , seasonal high groundwater was 35 feet below surface. <br /> Since this report documents soil contamination considerably below <br /> 35 feet, a groundwater investigation is warranted.
