Charter Way. The EHD also reviewed data related to <br /> increasing MTBE concentrations in monitoring well MW-109, and concluded that <br /> the data indicated a migrating low concentration, low mass plume of MTBE that <br /> probably originated from on-site, but which posed minimal threat to sensitive <br /> receptors or human health; a similar concentration history was shown by MW-106, <br /> located between the source area and MW-109. The EHD did not concur with the <br /> closure recommendation at that time to allow for additional sampling of MW-109 to <br /> validate the model proposed by the EHD that provided a justification to consider <br /> site closure despite rising MTBE concentrations in MW-109. <br /> 05/20/2009 Date the EHD discussed closure of the site with the Central Valley Regional Water <br /> Quality Control Board. <br /> 09/10/2009 Date of Site Closure Summary Report that summarizes the site work and <br /> recommends site closure. <br /> 10/08/2009 Date of Groundwater Monitoring 16 Quarter 2009 that contains water sample <br /> results from 8/13109. <br /> 10/29/2009 Date the EHD prepared and sent to the Central Valley Regional Water Quality <br /> Control Board a 30-day closure notification letter with case closure summary form <br /> and site chronology. <br /> 11/18/2009 Date the Central Valley Regional Water Quality Control Board issued a <br /> concurrence letter for site closure. <br /> 12/01/2009 Date the EHD prepared and issued a letter notifying the RPs that CVRWQCB <br /> concurred with site closure. The active RP was requested to provide an updated <br /> certification of notification to all record fee title owners of impending site closure, <br /> and the RP was directed to destroy all groundwater monitoring wells. <br /> 12/09/2009 Date the EHD received the certified Record Fee Title Owner form from RP Frank <br /> Morita. <br /> 03/22/2010 Date the EHD issued a work plan approval letter for destruction of 17 monitoring <br /> wells and ownership transfer of two monitoring wells to the RP of another LOP <br /> site. <br /> 04/24/2010 Dates EHD representatives witnessed destruction of 17 groundwater monitoring <br /> through wells. <br /> 04/28/2010 <br /> 08/09/2010 Date the EHD reviewed well destruction report; waste manifest for disposal of <br /> materials removed from monitoring wells was not signed by receiving facility. <br /> 08/16/2010 Date the EHD received by email a copy of a properly signed hazardous waste <br /> manifest for disposal of materials removed from the destroyed monitoring wells. <br />
