CHRONOLOGY
Former Morita Brothers
814 E. Charter Way, Stockton, CA 95206
San Joaquin County Local Oversight Program
GeoTracker ID#T0607700542 LOP Site # 1061
Clean Up Fund Claim #6793 CVRWQCB# 390703
12/27/1991 Four underground storage tanks (USTs) were excavated and removed from the
site under San Joaquin County Environmental Health Department (EHD)
inspection on this date. The removed USTs included one 5,000-gallon regular
gasoline, one 5,000-gallon unleaded regular gasoline, one 2,000-gallon super
unleaded gasoline and one 500-gallon waste oil UST. Stained, odoriferous soil
associated with the UST pit was noted.
12/31/1991 Date the stockpiled soil was placed back into excavation.
02/11/1992 The EHD received Tank Closure Report, dated 23 January 1991; prepared by
Earth Systems Environmental, Inc. (ESE); which documented reportable
concentrations of total petroleum hydrocarbons quantified as gasoline (TPHg),
benzene, toluene, ethylbenzene and total xylenes (BTEX) in soil samples collected
from the UST excavation and spoil piles. Impacted tank pit soil samples contained
as much as 2,250 milligrams per kilogram (mg/Kg) TPHg, 5,905 micrograms per
kilogram (pg/Kg) benzene, 14,330 pg/Kg toluene, 1,215 pg/Kg ethylbenzene and
44,935 pg/Kg total xylenes.
02/18/1992 An Unauthorized Release Report and a Notification of Hazardous Waste
Discharge was filed on this date.
03/25/1992 Soil borings TH-1 through TH-7 were advanced on site to delineate impacted soil
03/26/1992 on these dates. Soil at 30 and 35 feet below surface grade (bsg) was universally
impacted; the most impacted soil apparently near TH-4, immediately west of the
former UST pit. Impacted soil contained as much as 5.85 mg/Kg TPHg, 1,000
pg/Kg benzene, 1,300 pg/Kg toluene, 160 pg/Kg ethylbenzene and 860 pg/Kg total
xylenes (TH-4 at 30 feet bsg). Data provided technical justification for groundwater
investigation.
04/02/1992 Date a Notice of Reimbursement and a letter notifying the responsible party that
the site was placed in the Local Oversight Program was sent.
05/11/1992 Date the EHD received Preliminary Site Characterization Report dated 05/06/1992
that discussed the March 1992 work.
05/29/1992 Date of the EHD letter concurring with the Preliminary Site Characterization Report
on excavation of impacted soil and requesting submittal of a work plan for the
remediation and installation of groundwater monitoring wells.
09/29/1992 Dates that monitoring wells MW-1, MW-2 and MW-3 were installed with well
screens from 45 to 65 feet below surface grade (bsg).
