Charter Way, <br /> Stockton <br /> Dear Mr. Morita; <br /> As a followup to my letter to you dated December 18, 1992, 1 have <br /> made a more thorough review of the results and conclusions <br /> presented in the 11-6-1992 report prepared by ESE, Inc. , along <br /> with a general site assessment of the area. The following <br /> comments will hopefully Clarify some obvious misstatements an <br /> that report, and gave you a better idea of what the rules are <br /> covering site cleanup and obtaining closure. <br /> A review of topographic and County Flood Control District Maps <br /> confirms the EHD 's statement that the highest recent groundwater <br /> level was about 35 ' below ground level , (bgl , ) when measured in <br /> the Spring of 1986. This data, along with information on average <br /> rainfall , is critical to determining the levels of contaminants <br /> that can be left in the soil without removal or remediation. <br /> Using the Environmental Fate worksheets from the LOFT Manual , <br /> allowable levels of BTEX that can be left in the soil can be <br /> calculated; copies of those worksheets are attached to this <br /> letter for your information. <br /> Based can the results of those calculations, the amounts of <br /> Benzene, Toluene, Ethylbenzene, and Xylene, (BTEX, ) measured in <br /> the 7 soil borings placed in March, 1992 all exceed allowable <br /> levels for leaving in place.
