Charter Way CUF#: 018342 <br /> Stockton, CA 95206 Geotracker ID#: T0607760365 <br /> The San Joaquin County Environmental Health Depart ent (EHD) has reviewed No Further Action <br /> Evaluation (NFAE) dated March 29, 2010, submitted by you consultant, Advanced GeoEnviron mental Inc. <br /> (AGE). The NFAE was prepared in response to the EH requirement, conveyed by correspondence <br /> dated March 24, 2009, to conduct a soil vapor intrusion evaluation. The NFAE is a revision to the <br /> November 20, 2009, No Further Action Evaluation that the EHD advised did not address worker safety <br /> issues related to the residual impacted soil present in the hallow soil that exceeded the San Francisco <br /> Bay Regional Water Quality Control Board (SFBRWQCB , Environmental Screening Levels (ESL) for <br /> gross contamination or direct exposure. <br /> In this most recent evaluation, AGE provides a rationale that the residual diesel vapor in soil that <br /> exceeded the ESLs would not have a complete exposure athway to the general public since the site is <br /> completely capped by either asphalt or concrete,.thereby m nimizing vapor escaping from the subsurface. <br /> Additionally, AGE concluded that any subsurface soil vapor that could migrate to the surface would not <br /> exceed the typical vapor concentrations that an active fueling station produces above ground, and stated <br /> that the site is likely to remain a fueling facility into the foreseeable future, and not to be utilized for <br /> residential construction. <br /> In the document, AGE also presented a rationale that futurE construction workers that may be exposed to <br /> the subsurface soil contamination will be likely to have the required training to recognize and take <br /> protective actions against impacted soil present before or during the work in known hazardous waste <br /> areas. <br /> The EHD finds the No Further Action Evaluation worth pursuing further. Please submit a No Further <br /> Action Request Report (NFAR) to the EHD by June 1, 201 D. Please follow the formatting and minimum <br /> requirements listed in the Tri-Regional Board Staff Recommendations for Preliminary Investigation and <br /> Evaluation of Underground Storage Tank Sites, Section 6.6 and include the Central Valley Regional Water <br /> Quality Control Board (CVRWQCB) Closure Checklist also nclude in section 6.6.
