y. <br /> Advanced <br /> ro' <br /> GeoE nviron mental Inc . <br /> 20 November 2009 <br /> AGE-NC Project No. 02-0962 <br /> Mr. Mike Infurna <br /> San Joaquin County Environmental Health Department <br /> 600 East Main Street <br /> Stockton, California 95201 <br /> Subject: No Further Action Evaluation <br /> VANCO TRUCK& AUTO PLAZA / W <br /> 1033 West Charter Way, Stockton, California <br /> I <br /> Dear Mr. Infurna: i <br /> I <br /> On behalf of Mr. David Atwater of Van De Pol Enterprises, Advanced GeoEnvironmental, Inc. <br /> (AGE) has prepared this No Further Action Evaluation or Vanco Truck & Auto Plaza, located at <br /> i <br /> 1033 West Charter Way, Stockton CA (site). <br /> In a letter dated 06 November 2009, the San Joaquin County Environmental Health Department <br /> (EHD)directed the preparation of a document that addresses the issues of gross contamination and <br /> direct exposure from petroleum hydrocarbon-impacted soil remaining at the site and that evaluates <br /> the site for no further action.AGE believes that residuals it contamination left in place will not pose <br /> a significant threat to human health or to the environment based on the following: <br /> • Total petroleum hydrocarbons as diesel(TPH-d)were not detected above San Francisco Bay <br /> Regional Water Quality Control Board's Environmental Screening Levels(ESLs)for gross <br /> contamination and direct exposure in the majority (19 out of 25) of shallow soil samples <br /> collected from the site.Additionally, xylenes and methyl tertiary-butyl ether(MTBE)were <br /> ' not detected above the ESLs for gross contamin tion and direct exposure in any of the soil <br /> samples collected from the site. <br /> • The Vanco site is surfaced by either concrete or asphalt, thereby creating a barrier for <br /> potential exposure. <br /> • The Vanco mini-mart building was built on co icrete slab, thereby creating a barrier for <br /> I <br /> potential exposure. <br /> • Diesel is a longer-chain (i.e. heavier) hydrocarb n and is not generally considered to be a <br /> volatile compound. <br /> • Diesel has not been identified as a "knowncarcinogen" by either the Environmental <br /> Protection Agency nor the California Environm ntal Protection Agency. <br /> • The Vanco site will remain a commercial petroleum fueling station for the foreseeable future. <br /> 837 Ship w It(,ml_Sk1k;ktonn. 921 <br /> I�Ec7_horn (21_)n3} 16; -1 UO(.i fax 209 4,�-.i l `i <br /> j <br />
