Charter Way CUF#: 018342 <br /> Stockton, CA 95206 APN: 163-230-41 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Soil Gas <br /> Investigation Work Plan (Plan) dated April 6, 2009, submitted by your consultant, Advanced <br /> GeoEnvironmental Inc. (AGE), and has the following comments. <br /> The Plan is in response to the EHD requirement in correspondence dated March 24, 2009, to <br /> conduct a soil vapor intrusion evaluation. The Plan proposes for installation of two shallow <br /> vapor points, one near MW-4 and th'e other between W-4 and the store/building. Soil gas <br /> collected from these points is proposed to be analyz d for total petroleum hydrocarbons as <br /> gasoline (TPHg) by EPA Method TO-3 (check with the laboratory to ensure this is the proper <br /> method), and for methyl tertiary-butyl ether (MtBE), benzene, toluene, ethylbenzene, xylene <br /> (BTEX) and isopropyl alcohol by EPA Method TO-15. <br /> Total Petroleum Hydrocarbons as diesel (TPHd) area ignificant constituent of concern at this <br /> site. Soil samples containing high concentrations of TPHd were P13 (5,300 mg/kg), D-1 (4,600 <br /> mg/kg) and MW-4-15' (2,600 mg/kg). Ground water samples from monitoring well MW-4 have <br /> had concentrations of TPHd as high as 1,900 ug/I. The Plan did not include soil gas sampling <br /> for TPHd and the EHD requires that testing for TPH "soil gas be conducted to provide a <br /> complete evaluation. Please use EPA Method TO-17 end the correct method of collecting the <br /> samples for TPHd soil gas analysis. This method will provide a scan for most of the TPHd <br /> components. The Plan is approved with this inclusion. Please submit an EHD Well Permit <br /> Application and $404 permit and inspection fees by May 22, 2009. <br /> The EHD reminds you that as of January 1, 2005, electronic submittal of information (ESI) has <br /> been required for all ground water cleanup programs including the underground storage tank <br /> (UST) program [Chapter 30, Division 3, of Title 23 of the California Code of Regulations (CCR)]. <br /> The most current Geo_Report, Geo_Well, and laborato EDF on Geotracker is for the second <br /> quarter 2008. Geotracker submittals are to be up-to-date before a "no further action required" <br />
