<br /> The San Joaquin County Environmental Health Department (EHD) has review Quarterly Ground Water
<br /> Monitoring Report— Second Quarter 2008 (QMR) dated October 10, 2008 submitted by your consultant,
<br /> Advanced Geo Environmental Inc., (AGE)and has the following`comments.
<br /> The report covers the ground water sampling event involving onitoring wells MWA thru MW-7 conducted
<br /> on June 11,2008. This QMR and the associated electronic form of the laboratory data for this event are the
<br /> most recent submittals to Geotracker.The ground water analyt,cal data for this event, and since June 2007,
<br /> has been non-detect for all petroleum constituents for all of the sampled wells. You should prepare a No
<br /> Further Action (NFA) Request report per Tri-Regional Guidelines, Appendix A(Reports) and submit it to the
<br /> EHD as soon as practicable.
<br /> As of January 1, 2005, electronic submittal of information (ESI) has been required for all ground water
<br /> cleanup programs including the underground storage tank (UST) program. [Chapter 30, Division 3, of Title
<br /> 23 of the California Code of Regulations (CCR)]. Your site is missing many required submittals, including,
<br /> the depths to water (Geo-Well)table for this event and every sampling and monitoring event since January
<br /> 1, 2005, the well head survey ("X, Y, and Z") for each of the seven monitoring wells, the Geo-Bore log for
<br /> MW-7, a current Geo-Map, and the QMRs for the Third Quartet—2008, the Fourth Quarter—2008, and the
<br /> first Quarter - 2009. Geotracker submittals are to be up-to-date before a NFA request can be approved.
<br /> Please submit the missing data and reports to Geotracker immediately.
<br /> The EMD has reviewed the soil analytical data submitted by AGE and evaluated it against the San.
<br /> Francisco Bay Regional Water Quality Control Board (SFBRWQCB) Environmental Screening Levels
<br /> (ESL). Contaminant concentrations in soil from borings P-31 P-4, P-12 thru P-14, D-1, MW-4-15, and MW-
<br /> 4-35 exceed ESL levels for gross contamination and direct expo$ure; the NFA request must include a
<br /> rationale or demonstration that the residual contamination left in place will not pose a significant threat to
<br /> human health or to the environment. In order to determine if this residual soil contamination poses a threat
<br /> to public health, the EHD requires that a soil vapor intrusion evaluation be conducted. Please submit a
<br /> work plan to collect soil vapor samples near the buildings where workers could potentially be affected. The
<br /> work plan is due at the EHD by April 15, 2009. i
