04/29/2003 12 05 209467 AGE STOCKTON PAGE 02 <br /> Advanced <br /> GeoEnviranmental, Inc. <br /> 25 April 2003 <br /> AGE-NC Project No 02-0962 <br /> Ms Dina Abate Z-�P <br /> San Joaquin County Environrnental Health Department <br /> 304 East Weber Avenue, Third floor <br /> Stockton, California 95202 <br /> Subject, Disposal, Options for Stockpiled Hydrocarbon-Ropacted Soil <br /> VAN'CO TRUCK&AUTO PL.AZ,A, <br /> ,Wff West Charter Way, Stockton, California <br /> 103J <br /> Dear Nis Abate <br /> At the request of Mr David Atwater of Van De Pol Enterprises Inc ,Advanced GeoEnvironmental, <br /> Inc (AGE) has prepared the following feasibility analysis for disposal and/or treatment of <br /> approximately 3 00 cubic yards of hydrocarbon-impacted soil stockpiled at the Vanco Truck&Auto <br /> Plaza, 1001 West Charter Way to Stockton, California (Figure 1) The stockpiled hydrocarbon- <br /> impacted soil was generated as a result of underground storate tank (UST) upgrade activities and <br /> excavation(performed by Fillner Construction)of UST sumps,fuel dispensers and associated piping <br /> in February 2003 <br /> According to San Joaquin County Environmental Health Departxnent (SJCEHD) and Califorrua <br /> Regional Water Quality Control Board - Central Valley Region policy, the hydrocarbon-impacted <br /> stockpiled soil could not be reused as backfill material for the excavation cavity or transported to <br /> another property owned by the generator for off-site treatment Therefore,the hydrocarbon-impacted, <br /> soil could be addressed by the following methods <br /> • On-site treatment, or <br /> • Off-site transportation to a regulated landfill facility <br /> Following the above referenced excavation activities at the site, soil samples were collected frorri <br /> beneath the former locations of dispensers, piping and from stockpiled soil, all soil sampling <br /> locations were performed at the direction of the SJCEHD Laboratory analysis of soil samples <br /> detected elevated concentrations of total petroleum hydrocarbons quantified as diesel(TPH-d),and <br /> low concentrations o ftotal petroleum hydrocarbons quantified as gasoline(TPH-g),volatile aromatic <br /> compounds benzene,toluene,ethylbenzene and xylenes(BTEX constituents)and methyl-tert butyl <br /> ether(MTBE) <br /> 837 Shaw Road, Stockton,Calsforma 95215 <br /> Tclephonc(209)467-1006 FAX(209) 467-1118 <br />
