All ASTs, drums, and pails are constructed of material compatible with the products stored. <br /> Detailed facility drawings including all transfer stations and connecting pipes is kept at the facility. <br /> 3.3 Facility Discharge Prevention Measures [112.7(A)(3)(li)] <br /> Loading/Unloading Procedures to Meet Department of Transportation (DOT) Regulations: Procedures for <br /> the routine handling of oil products have been developed for the Facility. These procedures reduce the <br /> likelihood of a release from the Facility. Tank loading procedures have been established and are provided <br /> in Section 6.6 of this Plan. During transfer to and from drums, Pacific Ethanol personnel are present <br /> during the transfer activities to contain and cleanup any spill that may occur. <br /> Employees and their supervisors handling oil must be properly trained in the topics covered by this Plan; <br /> this training is intended to reduce the likelihood of a discharge of oil. Routine inspections are conducted to <br /> discover oil discharges and prevent future discharges by noting the corrective actions that may be <br /> required. Security measures are in place to assure the prompt discovery of oil discharges and to deter <br /> vandalism that might result in a discharge. These security measures include fencing and access control <br /> at the main gate. All drivers, venders and visitors must contact the Administration Building using the <br /> intercom than sign in at the main office, and are restricted from facility access unsupervised. All gates are <br /> locked 24 hours a day. Swing gates are padlocked while the main gate is accessible by facility personnel <br /> using a card reader. <br /> 3.4 Facility Discharge And Drainage Controls [112.7(A)(3)(lii)] <br /> The Facility has provided adequate discharge and drainage controls through the implementation of this <br /> Plan. Secondary containment is provided for all aboveground storage tanks (ASTs), drums, and <br /> transformers, with the exception of the following two transformers which utilize active containment(i.e., <br /> spill kits): <br /> = TRF-D01 <br /> ■ TRF-D07 <br /> The secondary containment is provided by concreted berms or trenches to allow for the wash down in <br /> area and any contents of trench sumps are pumped back into the process. An inventory of all storage <br /> containers at the Facility is provided in Table 3-1.
