SPILL PREVENTION,CONTROL AND COUNTERMEASURE DISCHARGE PREVENTION MEASURES,CONTROLS,AND <br /> PLAN(SPCC) COUNTERMEASURES <br /> Pack Ethanol,Stockton. <br /> Larger, field-constructed containers will be inspected according to the requirements of API 653, which <br /> stipulate that formal external inspections be conducted every 5 years and out-of-service internal <br /> inspections conducted at a time interval based on results from previous inspections, but not exceed 20 <br /> years. Formal API 653 integrity inspections will be completed by an API 653 certified inspector. <br /> Records of all tank inspections will be kept at the Facility for at least 3 years. <br /> 6.11.7 Leakage Through Defective Internal Heating Coils[112.8(c)(7)] <br /> There are no internal heating coils in the tanks, transformers, etc. at the Facility; therefore, this provision <br /> does not apply. <br /> 6.11.8 Discharge Avoidance Through Good Engineering Practices[112.8(c)(8)] <br /> The denatured ethanol tanks, and the denaturant tank are equipped with high liquid level alarms, as well <br /> as low liquid level alarms. Liquid level sensors are tested on a regular basis, and repaired as necessary. <br /> 6.11.9 Observation of Effluent Treatment Facilities(112.8(c)(9)] <br /> All wastewater is treated in the onsite wastewater pretreatment system. The system discharges to the <br /> WWTP. The Facility's storm water effluent discharges to the City of Stockton's Municipal Separate Storm <br /> Sewer System (MS4)which discharges to the San Joaquin River and is routinely observed and records <br /> are maintained according to the frequency required by NPDES permit CA Industrial General Permit Order <br /> CAS000001. Discharge of boiler and cooling tower blow down is discharged back to the process. <br /> 6.11.10 Correction of Visible Discharges[112.8(c)(10)] <br /> Visible Oil Leak Corrections from Tank Seams and Gaskets: If, by regular inspections or otherwise, it is <br /> determined that the integrity of a tank or drum is or may have been compromised, it will be reported to the <br /> Maintenance Department. The problem will be evaluated and the appropriate steps taken to correct <br /> deficiencies. It may be appropriate to take the system out of service(e.g., the material transferred out of <br /> the tank or piping). If spills are detected, they will be immediately cleaned up. <br /> 6.11.11 Position of Mobile or Portable Containers(112.8(c)(11)] <br /> The facility places drums in portable secondary containments sufficient to contain a spill from the largest <br /> container. <br /> 6.12 Facility Transfer Operations, Pumping, And Facility Process [112.8(D)] <br /> 6.12.1 Protection of Buried Piping[112.8(d)(1)] <br /> There is no buried oil piping at the Facility; therefore, this section does not apply. <br /> Under normal operations, out-of-service piping will be removed.
