SPILL PREVENTION,CONTROL AND COUNTERMEASURE DISCHARGE PREVENTION MEASURES,CONTROLS,AND
PLAN(SPCC) COUNTERMEASURES
Pack Ethanol,Stockton.
Larger, field-constructed containers will be inspected according to the requirements of API 653, which
stipulate that formal external inspections be conducted every 5 years and out-of-service internal
inspections conducted at a time interval based on results from previous inspections, but not exceed 20
years. Formal API 653 integrity inspections will be completed by an API 653 certified inspector.
Records of all tank inspections will be kept at the Facility for at least 3 years.
6.11.7 Leakage Through Defective Internal Heating Coils[112.8(c)(7)]
There are no internal heating coils in the tanks, transformers, etc. at the Facility; therefore, this provision
does not apply.
6.11.8 Discharge Avoidance Through Good Engineering Practices[112.8(c)(8)]
The denatured ethanol tanks, and the denaturant tank are equipped with high liquid level alarms, as well
as low liquid level alarms. Liquid level sensors are tested on a regular basis, and repaired as necessary.
6.11.9 Observation of Effluent Treatment Facilities(112.8(c)(9)]
All wastewater is treated in the onsite wastewater pretreatment system. The system discharges to the
WWTP. The Facility's storm water effluent discharges to the City of Stockton's Municipal Separate Storm
Sewer System (MS4)which discharges to the San Joaquin River and is routinely observed and records
are maintained according to the frequency required by NPDES permit CA Industrial General Permit Order
CAS000001. Discharge of boiler and cooling tower blow down is discharged back to the process.
6.11.10 Correction of Visible Discharges[112.8(c)(10)]
Visible Oil Leak Corrections from Tank Seams and Gaskets: If, by regular inspections or otherwise, it is
determined that the integrity of a tank or drum is or may have been compromised, it will be reported to the
Maintenance Department. The problem will be evaluated and the appropriate steps taken to correct
deficiencies. It may be appropriate to take the system out of service(e.g., the material transferred out of
the tank or piping). If spills are detected, they will be immediately cleaned up.
6.11.11 Position of Mobile or Portable Containers(112.8(c)(11)]
The facility places drums in portable secondary containments sufficient to contain a spill from the largest
container.
6.12 Facility Transfer Operations, Pumping, And Facility Process [112.8(D)]
6.12.1 Protection of Buried Piping[112.8(d)(1)]
There is no buried oil piping at the Facility; therefore, this section does not apply.
Under normal operations, out-of-service piping will be removed. If the out-of-service piping is not
removed, it will be emptied, capped, or blank flanged, marked with the words"out of service" and marked
to its origin.
6.12.2 Terminal Connections[I 12.8(d)(2)]
Under normal operations, out-of-service piping will be removed. If the out-of-service piping is not
removed, it will be emptied, capped, or blank flanged, marked with the words"out of service" and marked
to its origin.
www arm com Project No:0453993 Pacific Ethanol 28 September 2018 Page 27
