PERMITTING <br /> An application for a site-specific air permit will be submitted to the SJVAPCD prior to initiation of <br /> the remediation project. Upon receipt of the SJVAPCD Authority to Construct (ATC), the system <br /> will be scheduled for installation. In addition, a permit will be obtained from the City of Stockton <br /> Department Municipal Utilities to discharge treated ground water into the City's sanitary sewer <br /> sewage conveyance system. Any additional permitting for construction work, including electrical <br /> and plumbing source installations, if required, will be obtained. <br /> 4.2. REMEDIATION SYSTEM PIPING NETWORK <br /> A manifold network of one-inch diameter, high-density/high-pressure industrial tubing will be <br /> installed from the proposed remediation well network in a series of trenches, approximately 1 .5 feet <br /> wide and 1 .5 feet deep. Additionally, four-inch diameter, schedule 40 PVC conduit will be inserted <br /> over the 1 -inch piping as secondary piping containment. All remediation tubing will be routed <br /> underground from each wellhead (EW4 , VW- 1 and AW- 1), to the DPE liquid-ring blower, located <br /> inside the remediation system fenced enclosure (Figure 4). A PVC ball valve will be installed at each <br /> well-head location so that vacuum can be adjusted to operate at one well independently, or from a <br /> combination of wells. These sampling ports will allow sampling of wells independently without <br /> having to remove the well head assembly. Following piping placement, the trench will be backfilled <br /> with imported road-base sand, compacted and covered with the native soil removed during <br /> excavation. A cut view drawing of the process piping layout is included as Figure 5. <br /> 4.3 . DUAL PHASE VAPOR EXTRACTION SYSTEM DESIGN <br /> AGE proposes to initiate operation of a DPE system in the core area of the petroleum hydrocarbon <br /> impacted area in the vicinity of the former UST area. The DPE system will be plumbed to each <br /> proposed extraction well (EW-I , VW-1 and AW-1), which will have the capability to independently <br /> control the number of wells being utilized for extraction providing the flexibility to achieve <br /> maximum drawn-down to further enhance contaminant removal. In general, one to two extraction <br /> wells will be utilized to remove free-phase, aqueous and potentially vapor phases. The majority of <br /> the effort will be place on wells EW- I and VW- which are located in the core area of the plume. <br /> As field and laboratory data reveals concentration declines, well configurations can be modified to <br /> allow for rebound, and/or removal from adjacent wells. Further augmentation of the extraction <br /> system and well network may be warranted if laboratory reporting limits reveal significant declines <br /> in hydrocarbon concentrations in the "core" area.
