STOCIMN 0003 KLEINFELDER PROPOSED SCOPE OF SERVICES AGST CLOSlURE ACTIVITIES INDEPENDENT TRUCKING COMPANY, STOCKTON, CALIFORNIA 23-` &zz-7(o ,Ao0 23-YP4696 JULY 20, 1995 INTRODUCTION Kleinfelder is pleased to present this proposal to Independent Trucking Company to conduct limited soil assessment beneath two 10,000-1pflon aboveground storage tanks (AGSTs). Both AGSTs were formerly used to supply diesel fuel to refuse disposal trucks at the Independent Trucking Company maintenance yard at 1145 W. Charter Way in Stockton, California. Both tanks are presently empty. One of the tank:; has been moved to another area of the yard for temporary storage. The other tank is still in place. It in Meinfelder's understanding that Independent Truoking Company wishes to obtain regulatory closure of this site from the California Regional Water Quality Control Board. This proposal was prr.ared based on conversations with the RWQCB and Independent Trucking Company to asnosa the site for potential closure. Meinfelder is committed to providing quality service to Independent Trucking Company commensurate with your wants, needs and desired level of risk. If a portion of this proposal does not meet your needs, or if those needs have changed, Meinfelder will be pleased to meet with you to discuss alternatives and provide a revised proposal on that basis. The following work plan contains a summary of the proposed scope of services on a task-by-task basis. SCOPE OF SERVICES Task 1 -DrrMing Permits and Work Plan Submittal Prior to conducting the field activities, a drilling permit application along with this proposed scope of work will be submitted to San Joaquin County Public Health Services Environmental Health Division, (SJCEHD) for review and approval. The scope of work also will be submitted to the RWQCB for their review and approval. It is assumed that this proposal contains sufficient detail to be accepted for approval by SJCEHD and tlae RWQCB. Task 2 -Drilling and Sampling The AGSTs are located in a graveled portion cif the corporation yard at the Independent Trucking Company facility. The tank location is surrounded by an approximately 3 foot high, masonry containment wall. One of the tanks has been moved to another location in the yard, and one tank is still within the containment wall.
