V FNVIF ONVIENTAL HEALTH <br /> KLEINFELDER PFR�4'1-- SERVICE <br /> 96 OCT 21 AH I I: 10 <br /> October 17, 1996 <br /> File 23-482276-B00 <br /> Mr Joel Weiss <br /> California Regional Water Quality Control Board <br /> 3443 Routier Road Suite A <br /> Sacramento, California 95827-3098 <br /> Subject: Soil Excavation Assessment Report <br /> Independent Trucking Company Site <br /> 1145 West Charter Way <br /> Stockton, California <br /> Dear Mr Weiss <br /> Attached is the Soil Excavation Assessment Report for the Independent Trucking Company <br /> facility in Stockton <br /> Independent Trucking Company has accepted responsibility to remediate petroleum hydrocarbon <br /> contaminated soil associated with a May 1995 diesel fuel release On August 21, 22 and 23, <br /> Independent Trucking Company excavated an additional 900 cubic yards of petroleum impacted <br /> soil to a maximum depth of 21 feet It appears that Independent Trucking Company has removed <br /> . the bulk, if not all, of the fuel released in May 1995 This conclusion is based on the following <br /> information <br /> • Independent Trucking Company excavated 500 cubic yards of impacted soil initially <br /> after the release occurred Confirmation samples were collected from the initial <br /> excavation with no detectable petroleum hydrocarbon concentrations <br /> • Kleinfelder drilled and sampled six soil borings that indicated that the extent of <br /> migration was limited to less than a depth of 10 feet with the exception of one boring <br /> which had petroleum hydrocarbons detected at 10 feet, but not at 15 feet <br /> • An additional 900 cubic yards of soil were excavated to a depth of 21 feet <br /> • Forensic hydrocarbon analysis of a sample from the bottom of the second excavation <br /> (21 feet) indicates that two materials are present in the soil One is a weathered diesel <br /> #1/kerosene which appears to be older that 10 years based on weathering patterns <br /> The second is a diesel #2/home heating oil that appears to have been released within <br /> the last five years <br /> • TPH purgeable was detected in all three samples analyzed up to 630 mg/kg This <br /> would indicate a petroleum hydrocarbon such as gasoline which was not stored in the <br /> aboveground storage tanks <br /> • Other sources of petroleum hydrocarbons and known releases are present in the <br /> vicinity of the site Three underground diesel storage tanks and a waste oil storage <br /> tank were removed from the site in December 1994 Soil borings and eight <br /> groundwater monitoring wells have been installed and sampled to assess these <br /> underground fuel storage tanks and petroleum hydrocarbon contamination has been <br /> 23-482276-BOO/CR96S276 Page i of n October 17, 1996 <br /> Copyright 1996 Kleinfelder, Inc <br /> KLEINFFLDER 3077 Fite Circle, Sacramento, CA 95827 (916) 366-1701 <br />
