Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 1245 West Charter Way, Stockton, CA CUF Claim No. 12607 <br /> Fourth Annual Five-Year Review Recommendations April 2011 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> fourth annual five-year review update letter dated 18 April 2011 from Kirk Larson of the State <br /> Water Quality Control Board (SWQCB) Cleanup Fund (CUF) for the above-referenced site. The <br /> CUF concluded that by letter dated 15 November 2010, the EHD had denied the responsible <br /> party's (RP) proposal to inject oxygen-releasing compound (ORC) to enhance bio-remediation <br /> and the CUF recommended that the EHD direct the RP to propose an alternative remedial <br /> technology. <br /> Actually, the EHD did not approve the use of ORC pending presentation of a technical <br /> demonstration that use of the technology may be beneficial and a cost analysis. The EHD <br /> indicated the proposal would be reconsidered upon receipt of the technical justification and cost <br /> analysis. To date neither has been received. By letter dated 12 April 2011, the RP's consultant <br /> proposed an addendum to the remedial action plan dropping use of ORC and installing well <br /> casing in large diameter borings. The primary remedial purpose of the well casings, other than <br /> monitoring, was not clear.
