Charter Way,Stockton,CA <br /> Dear Mr. Infuma: <br /> In your correspondence dated November 15,2010,SIC EHD had made comment and recommendations <br /> regarding the Remedial Action Plan(RAP)that was prepared by GTI. <br /> GTI concurs with SIC EHD comments and recommendations,and proposes that the RAP implementation <br /> proceed as soon as possible,with the following modifications: <br /> • The proposed application of ORC compound will be omitted. <br /> • Perforated pipe(well casing)will be installed in all four proposed boreholes. <br /> In the interest of cost and time savings,GTI does not wish to revise the RAP,and would prefer that SIC <br /> EHD accept this letter as an addendum to the RAP. It is our understanding that primary purpose of revising <br /> the RAP would be to provide a technical justification for applying ORC. Since GTI concurs with SIC <br /> EHD recommendation to provide a remediation well casing in all boreholes,and agrees that doing so will <br /> provide continuous monitoring and the opportunity for future additional remedial uses, it is our opinion <br /> that there is no substantial changes to the RAP,other than the two items listed above. <br /> Therefore,GTI proposes the advancement of four large diameter boreholes and one observation well in <br /> accordance with the RAP,with the changes noted above, upon SIC EHD approval. GTI would appreciate <br /> SJC EHD assistance in moving the proposed work forward. The following proposed schedule is <br /> contingent upon SIC EHD approval: <br /> April 22,2011 SIC EHD Approval of RAP <br /> May 2,2011 Public Participation Comment Period Concluded <br /> May 15,2011 Permitting and Planning Completed <br /> June 20,2011 Advancement of Large Diameter Boreholes(complete field work) <br /> July 1,2011 Boring Installation/Summary of Findings Report <br /> July 1,2012 One Year Pilot Test Summary Report <br />
