Charter Way RO#: 0297 <br /> Stockton, CA 95206 Geotracker ID#: T0607700794 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the <br /> State Water Resources Control Board (SWRCB) Clean Up Fund (CUF) Preliminary 5- <br /> year Review Summary Report (Summary) dated April 25, 2008 and Revised Site <br /> Conceptual Model(SCM) as received on Geotracker and has the following comments. <br /> In the Summary, the CUF has recommended that "the San Joaquin County LOP (EHD) <br /> direct the Responsible Party, with enforcement action if necessary, to implement <br /> approved remedial technologies without delay" <br /> In the SCM, your consultant modified the data requested by the EHD and included a <br /> recommendation that over-excavation, the removal of petroleum-impacted soil, along <br /> with application of an oxygen-releasing compound, as the most appropriate remedial <br /> alternative for this site. <br /> Comments in the SCM noted that JM Equipment may be planning to move to a new <br /> location. Between the time that business has vacated this location and a new tenant <br /> moves in, there may be an opportunity for the over-excavation activiies to occur. <br /> In order for the EHD to concur with your consultants recommendation, it first must be <br /> shown that this remedial alternative is feasible and the most cost-effective. Please <br /> submit a feasibility study that clearly compares the full cost of over-excavation <br /> (dewatering, soil and water disposal, backfill and compaction, etc) against the next most <br /> technologically feasible remedial alternative for this site. <br /> The feasibility study is due August 22, 2008 on Geotracker for the EHD to review.
