Charter Way, Stockton, CA
Dear Technical Reviever:
Geological Technics nc. has prepared the following Cost Pre-Approval package for an In-
Situ Remediation Pilc t Test to address the residual contamination at the above site.
Summary of Corree ve Action Work
J.M. Equipment Com any received a letter on November 1, 1996 from Mr. Joel Weiss of the
California Regional Nater Quality Control Board - Central Valley Region. The letter
referenced a report r -epared by William J. Hunter & Associates for Independent trucking
Facility located east of J.M. Equipment at 1145 West Charter Way, Stockton, CA. This
report dated Octob 21, 1996, titled Interim Report Covering Soil and Groundwater
Investigation, include information from MW-9, a groundwater monitoring well placed on J.
M. Equipment propei ty for the purposes of defining the groundwater plume in an upgradient
direction. .
Historical research as performed to determine possible sources of the gasoline range
petroleum hydrocar ons found in MW-9. It was discovered that years ago this facility
contained two under gound storage tanks (UST's) and two aboveground fuel storage tanks
(AST's). These tank 3 contained both gasoline and diesel. The preliminary data from MW-9
suggests that only the gasoline tanks released fuel.
Facility photographs document that these tanks were located near the southeast comer of the
Hesston Shop. Cow ty assessor records show that this shop was constructed in 1988 and to
the best of facilityemployees' recollection; the UST's were removed in the early 1980's.
For a period of seve 7al years J.M. Equipment used just AST's. The UST's were in the size
range of 500 to 1,00 gallons and the AST's appear to be less then 500 gallons each.
Prior to the early 19 0's Crandle operated a John Deere facility on this property. In the early
1970's Quimby purc ased the property from Crandle and operated J.M. Equipment which is
an equipment sales end service business. In 1991 the property was transferred from Quimby
to Geo Corp. App eptly the tanks were installed during the time Quimby operated a John
Deer facility and J. . Equipment continued to operate them until they were removed.
