J.M. Equipment Co., Inc. -2- January 2, 2001
Claim No. 12607
# Task* Amount Pre-Approved Comments
3 Laboratory Analysis soil $3,770
4 Data Analysis&Reportin $2,185
The cost for analysis of BTEX,TPH-g,
5 MTBE, ETBE, DIPE, TAME, TBA,
1,2-DCA,EDB, Methanol, and Ethanol
($391/sample)appears excessive. A
Quarterly Groundwater total of$250 per sample is pre-
Monitoring, Sampling& approved for these analyses($50 for
Reporting for a Period of $17,593 TPH-g, $150 for EPA Method 8260B +
Year(4 events) oxygenates and$50 for methanol and
ethanol plus a 15%markup). 3-bids
must be submitted with the
corresponding reimbursement request to
'usti higher lab costs.
6 Project Management $800
TOTAL PRE-APPROV ED $38,133
* Task descriptions are the sai ne as those identified in GTI's December 4, 2000 cost estimate.
• The actual costs and scope of work performed must be consistent with the pre-approval for it to
remain valid. Only the t sks/costs reflected on the above table are pre-approved at this time.
The Fund will review an tasks/costs that go beyond the pre-approved amount to determine if
the additional tasks and dosts are necessary and reasonable. Unfortunately, if costs exceed the
pre-approval amounts, F ind staff will be unable to expedite your reimbursement request
associated with this pre- pproval.
• The work products must be acceptable to the County and the Regional Water Quality Control
Board.
The Fund regulations re uire three bids for corrective action work unless three bids are
unnecessary, unreasonal le or impossible under the particular circumstances. Because the
proposed costs appear r sonable, it is unnecessary to obtain three bids for the proposed
corrective action efforts; the Fund's three bid requirement is waived for this scope of work only.
Any future scopes of wo rk are subject to the three bid requirement unless a waiver of the
bidding requirements is eceived.
• If a different scope of work becomes necessary, then you must request pre-approval of costs on
the new scope of work.
• Although I have referee to the GTI proposal in my pre-approval above, please be aware that
you will be entering intc a private contract: the State of California cannot compel you to sign
CalMornia Environmental Protection Agency
Qd Rrryr/edprp,
