Equipment Company
1245 West Charter Way
Stockton, California
I
Project No 507 2
January 17, 1997
1.0 INTRODUCTION
Directive Letter
I J M Equipment Company received a letter on November 1, 1996 from Mr Joel Weiss of the
California Regional Water Quality Control Board - Central Valley Region This letter
referenced a report prepared by William J Hunter & Associates :For Independent trucking
Facility located east of J M Equipment at 1145 West Charter Way, Stockton, CA This
report dated October 21, 1996, titled Interim Report Covering Soil and Groundwater
Investigation, included information from MW-9, a groundwater monitoring well placed on J
M Equipment property for the purposes of defining the groundwater plume in an upgradient
direction
The November 1, 1996 letter from Mr Weiss requested a work plan for lateral and vertical
I definition of soil and groundwater impacted by petroleum hydrocarbons Our work plan
proposes two wells for the purpose of lateral definition When more complete site
information has been gathered, then further work can be evaluated
ISite Histo
In preparation for this work, some historical research was performed to determine possible
sources of the gasoline range petroleum hydrocarbons found in MW-9 It was discovered
I that years ago this facility contained two underground fuel storage tanks (UST's) and two
above ground fuel storage tanks (AST's) These tanks contained both gasoline and diesel
The preliminary data from MW-9 suggests that only the gasoline tanks released fuel —
Facility photographs document that these tanks were located near the southeast corner of the
Hesston Shop County assessor records show that this shop was constructed in 1988 and to
the best of facility employees recollection, the UST's were removed in the early 1980's For
a period of several years J M Equipment used Just AST's The UST's were in the size range
of 500 to 1,000 gallons and the AST's appear to be less then 500 gallons each
The UST's were used for both gasoline and diesel The pumps were located near the top of
the tanks The AST's were originally used for diesel and then later one was used for
gasoline
