Most of the violations will be addressed once the SPCC plan is received and reviewed.There are some questions that I have before I close some violations and I have some comments on others. The return to compliance states that violations 705 and 706 have been addressed. Violation 705 will need the SPCC plan submitted and should include a discussion on the container compatibility with the material stored.The SPCC plan did not include a discussion on that,as required by regulations. Violation 706—It's a bit difficult to confirm with the pictures but it seems that the four 55 gallon drums that were out in the yard,the 240 gallon used oil tank and the 55 gallon drum in the shop are now gone. If this is so please confirm this and the violation can be closed. Violation 618—Its stated that this was corrected by Gary Reeves Environmental.The violation is for the facility not having performed the monthly or yearly inspections required by the SPCC plan and the SP001 standard.You can provide a statement that addresses the monthly and annual inspections by the facility,as required by the plan and the standard, and the retention for the required amount of time. I have included the checklists that should be used for the inspections,they can be modified but the must remain substantially equivalent to the original checklists. Violation 603—The facility map does not contain the contents of each fixed container as required by regulation.The regulations also require the storage area where mobile or portable containers are located if there are any on site.This is what the regulations state to"Describe in your Plan the physical layout of the facility and include a facility diagram, which must mark the location and contents of each fixed oil storage container and the storage area where mobile or portable containers are located.The facility diagram must identify the location of and mark as "exempt"underground tanks that are otherwise exempted from the requirements of this part under§112.1(d)(4).The facility diagram must also include all transfer stations and connecting pipes, including intra-facility gathering lines that are otherwise exempted from the requirements of this part under§112.1(d)(11)" The correction of the other violations will be verified once the SPCC plan is received. Violation#711 has been closed. Keep in mind that these are the requirements for the ST-001 inspection reports. In the final report,include field data,measurements,pictures,drawings,tables,and an inspection summary. In the summary,identify unacceptable conditions and recommended and/or mandatory corrective actions. Determine the suitability for continued service of the AST per Section 10.0 and document this in the final report. Include the date of the next scheduled FEI or FII,as applicable. Include the inspector's name and certification number in the report. 1
