Chapter 4:Secondary Containment and Impracticability Determination <br /> equipped with secondary containment sized in accordance with §112.8(c)(11).The facility owner or operator <br /> may determine that it is impracticable to provide sized secondary containment in accordance with §112.8(c)(11), <br /> when the container is in use at the facility,or the general containment of§112,7(c), pursuant to§112.7(d). If so, <br /> then the SPCC Plan must properly explain why secondary containment is impracticable, and document the <br /> implementation of the alternative regulatory requirements of§112.7(d). <br /> 4.7.6 Mobile Refuelers and other Non-transportation-Related Tank Trucks (General <br /> Secondary Containment Requirement,§112.7(c)) <br /> When mobile containers meet the definition of mobile refuelers, in §112.2,then they are excluded from <br /> the sized secondary containment requirements for bulk storage containers. Providing sized secondary <br /> containment for vehicles that move frequently within a non-transportation-related facility to perform refueling <br /> operations can raise safety and security concerns (71 FR 77266, December 26,2006).
