Ruvalcaba, Cesar
From: Michael Zimmerman <Michael.Zimmerman@McLaneFS.com>
Sent: Thursday, October 17,2019 10:58 AM
To: Ruvalcaba,Cesar
Cc: Gary Reeves
Subject: RE: McLane Trucking SPCC SJCEHD - PR0515468
Attachments: Containmeni
Cesar,
Please look at my containment picture of the tank. Is this acceptable? By the way,no more shop or oil here anymore.
Thank you,
Mike Z
From: Ruvalcaba,Cesar<cruvalcaba@sjgov.org>
Sent: Wednesday,October 9,2019 4:27 PM
To: Michael Zimmerman<Michael.Zimmem m@McLaneFS.com>
Cc: Gary Reeves<gary@garyreevesllc.org>
Subject: RE: McLane Trucking SPCC SJCEH D-PR0515468
** STOP.THINK.External Email**
Mike,
I have included some guidance on portable containers and secondary containment. From the description of the tank in
question,it seems that it is a mobile/portable tank. The tank would need secondary containment to hold the capacity of
the largest single compartment with sufficient freeboard to contain precipitation. That is when the tank is not being
used. When the tank is being used, the secondary containment methods should be appropriate for an expected release
or general containment.
One of the tanks that is exempt by regulation from sized secondary containment, but only that, would be a mobile
refueler. A mobile refueler, defined by regulation,is a bulk storage container onboard a vehicle or towed, that is
designed or used solely to store and transport fuel for transfer into or from an aircraft, motor vehicle, locomotive,
vessel, ground service equipment,or other oil storage container.A mobile refueler must comply with all regulations of a
bulk storage container, with the exception of sized secondary containment.
FR EE classes presented by N ES l nc. a re ava ilable to al l Sa n Joaq u i n Cou my Haza mous Waste, U ndergrou nd Storage Ta n k,
and Aboveground Petroleum Storage Facility Business Owners and Operators. List and schedule of classes can be found
here.
Tha n you,
Cesar Ruvalcaba
San Joaquin County Environmental Health Department
Environmental Health Specialist
1
