PO Box 1928 STI SP-001
POWERS BENICIA,CA
TEL 707707 333343400 STOCKTON EAST WATER DISTRICT STOCKTON,CA
FAx 707 922 2284
ENGINEERING$INSPECTION,INC. www.Powersei.conn Gasoline Tank
Tank Suitability for Service Statement
This facility is regulated by all federal, state,
and local regulations. The Code of Federal
Regulations, 40 CFR 112, requires that the
facility maintain a Spill Prevention, Control, „
and Countermeasures (SPCC) plan that
adheres to the industry standard requirements
for regular inspections. The Steel Tank
Institute (STI) SP001 Standard requires that
the aboveground storage tanks (ASTs) be
formally inspected based on the category of -t
the AST.
Next Inspection Schedules a..
STI SP001 recommends the interval to the next inspection be determined based on known tank category
and volume. This 5000 gallon tank is currently equipped with a secondary containment and a spill control
system in the form of overfill prevention provided by person who are physically present and in control of a
shutoff device during tank filling and a spill kit at the tank location. The tank has an inherent continuous
release detection method(CRDM)in the form of two steel saddles that elevate the tank. If the tank is leaking
there will be visual evidence around the base of the tank. Based on the current configuration, this tank is
classified as a Category 1 tank. Per inspection interval definitions outlined in STI SP001, PEI recommends
the following inspection schedule:
• An out-of-service, internal inspection inspection is not required.
• A leak test in accordance with STI SP001 is not required.
• An external, in-service inspection is not required. However, more stringent governing regulatory
intervals of inspection may supersede this interval.
Required Repairs for Continued Service
1. None at this time.
Considerations or Recommended Repairs
2. Consider recoating the tank.
3. Consider removing debris, rags, wood pallets, and fuel cans from tank area.
4. Consider applying touch up coatings to isolated areas of coating failure.
5. Consider re-sealing threaded connections.
6. Consider servicing the existing normal and emergency vents to assure proper operation and prevent
damage from over or under pressure.
7. Consider servicing the overfill and level gauge systems to assure proper working order.
8. Consider installing redundant secondary containment with %110 of the tank's capacity.
9. Consider relocating existing fire extinguisher in case of fire to insure accessibility.
10. Consider installing a nameplate with basic tank data and identification.
STI-SP001 Stockton Water District TkNo Gasoline Stockton,CA 2019 Rev Date Printed:2/4/19
O..docx
©2018 PE&I Inc.
Page 4
