(PEI) was contracted by Stockton East Water District to provide <br /> an STI SP001 Inspection for Tank 19 at the Stockton, CA facility, on November 30, 2018. This tank <br /> inspection included the tank, tank appurtenances, tank foundation, and tank containment. In addition, PEI <br /> inspected all piping, piping connections and supports, and tank related electrical components from the first <br /> skin valve to the first flanged connection outside the containment. <br /> This report is generated on data gathered from three locations: applicable codes, regulations, and laws;the <br /> observed field conditions existent during the STI-SP001 inspection; and material provided in written form <br /> by the facility, end-user, or client (e.g., as-builts, previous inspection reports, written transcriptions of <br /> conversations with the facility). This inspection report is based solely on empirically observable conditions, <br /> observed during the inspection process and correspondence with the facility or end-user. <br /> TANK 19 is an 8.00-ft. diameter x 28-ft. long, horizontal cylinder, with a butt-welded shell. The tank's <br /> nominal capacity is approximately 10,000.00 gallons. <br /> Inspection Methods Results <br /> Goal Employed <br /> 1. Hydraulic . VT of tank a. Visual assessment and non-destructive testing performed did <br /> and bottom, not identify any key components that may affect the hydraulic <br /> Structural appurtenance, integrity of the tank. <br /> Integrity shell, piping, b. The tank is elevated on saddle supports and has a Continous <br /> Detection Prevention Release Detection Method (CRDM). If the tank is leaking, there <br /> Barrier RPB will be visual evidence around the base of the tank. <br /> • Review of b. Tank 19 is a doubled walled AST with overfill prevention and <br /> Continuous therefore is a category 1 tank. <br /> Release c.Minor seepage and staining around the piping was observed. <br /> Detection Method The appurtenances piping and valve manifolds for <br /> CRDM suction/fill/pump/return/level/and venting have minor seeps and <br /> stains are present on the concrete below. Consider re-sealing all <br /> of the threaded connections. <br /> d. The fire extinguisher is located next to the tank instead of 15-ft <br /> away. In the event of a tank fire, the extinguisher may be too <br /> close to be accessible. Consider relocating the fire extinguisher. <br /> 3. Containment . Measure a.The secondary tank was in good condition. No permeability was <br /> containment noted. UT thickness readings were taken along the shell and <br /> • Determine heads. Readings showed an approximately nominal thickness of <br /> permeability of 0.170-in. <br /> containment b.
