The Code of Federal <br /> Regulations, 40 CFR 112, requires that the facility ��- <br /> maintain a Spill Prevention, Control, and <br /> Countermeasures (SPCC) plan that adheres to the <br /> industry standard requirements for regular <br /> inspections. The Steel Tank Institute (STI) SP001 <br /> Standard requires that the aboveground storage <br /> tanks (ASTs) be formally inspected based on the <br /> category of the AST. <br /> Next Inspection Schedules <br /> STI SP001 recommends the interval to the next inspection be determined based on known tank category <br /> and volume. This 10,000 gallon tank is currently equipped with a secondary containment and a spill control <br /> system in the form of overfill prevention provided by person who are physically present and in control of a <br /> shutoff device during tank filling. The tank has an inherent continuous release detection method (CRDM) <br /> in the form of two steel saddles that elevate the tank. In addition, the interstitial space can be monitored to <br /> confirm the hydraulic integrity of the primary tank. If the tank is leaking there will be visual evidence around <br /> the base of the tank or in the interstice. Based on the current configuration, this tank is classified as a <br /> Category 1 tank. Per inspection interval definitions outlined in STI SP001, PEI recommends the following <br /> inspection schedule: <br /> • An out-of-service, internal inspection inspection is not required. <br /> • A leak test in accordance with STI SP001 is not required. <br /> • An external, in-service inspection should be scheduled no more than 20 years from the current <br /> inspection date or sooner if a change in tank condition occurs. However, more stringent governing <br /> regulatory intervals of inspection may supersede this interval. <br /> Required Repairs for Continued Service <br /> 1. None at this time. <br /> Considerations or Recommended Repairs <br /> 2. Confirm that the currently installed 8-in emergency vent is for the interstitial (secondary tank)tank. <br /> 3. Consider applying touch up coatings to the isolated areas of coating failure. <br /> 4. The normal venting is insufficient. Consider installing a normal vent 4-in or greater. <br /> 5. Consider re-sealing threaded connections or replacing threaded connections with seal-welded <br /> components. <br /> 6. Consider servicing the existing normal, emergency vents, and manway long bolts to assure proper <br /> operation and prevent damage from over or under pressure. <br /> 7.
