Workplan for Supplemental Investigation <br /> 2005 Navy Drive, Stockton, CA <br /> January 2, 2013 <br /> Page 2 of 12 <br /> 1.0 Introduction <br /> Risk-Based Decisions, Inc. (RBDI) is pleased to present this Workplan to identify the <br /> source of chlorinated volatile organic compounds (CVOCs) previously reported in <br /> groundwater beneath the subject property located at 2005 Navy Drive, Stockton, <br /> California (Figure 1). This workplan is a follow-up to your letter dated November 29, <br /> 2012 to Mr. Kent Calfee and our telephonic discussions on addressing your <br /> concerns. <br /> If the CVOCs are shown to originate from an offsite source, then a report <br /> summarizing all of the data will be prepared and submitted to the Central Valley <br /> Regional Water Quality Control Board (RWQCB) and will serve as the basis for <br /> requesting a No Further Action letter. If, on the other hand, the investigation <br /> proposed here demonstrates that the source of the CVOCs is from the property, the <br /> source will be sufficiently delineated to propose remediation and, once the remedial <br /> action objectives (RAOs) have been achieved, a No Further Action letter will be <br /> sought from the RWQCB. The scope of work proposed here is designed to provide a <br /> binary outcome: <br /> • Is the source of the existing CVOC contamination in groundwater from the <br /> subject property or not? <br /> In preparing this proposal, RBDI inspected the site and its surroundings on July 10, <br /> 2012. RBDI was able to locate the four existing groundwater monitoring wells (since <br /> destroyed in accordance with closure of the petroleum/UST issues with the prior <br /> approval of the RWQCB) and measured the dimensions of the onsite buildings to <br /> develop a more accurate figure which is now based on a recent aerial photograph <br /> (Figure 2, Plot Plan). <br /> Risk-Based Decisions, Inc. <br />
