LOP Site Code: 2546 <br /> 2005 Navy Drive <br /> Stockton, CA 95206 <br /> The San Joaquin County Environmental Health Department's (EHD) Local Oversight <br /> Program staff has overseen assessment activities at the above referenced contaminated <br /> underground storage tank (UST) site since July 1996. <br /> This site is currently out of compliance with regulatory directives for failure to complete <br /> site investigation and reporting requirements. The EHD staff and the CVRWQCB staff met <br /> on September 8, 2010, to discuss site status and review the limited soil and ground water <br /> assessment data that has been submitted to the EHD. <br /> Ground water impact has occurred at this site. Chlorinated hydrocarbons, non-fuel <br /> constituents, have been documented in ground water on-site. The highest ground water <br /> concentrations are up-gradient of the two former USTs removed in 1987. Chlorinated <br /> hydrocarbons were not detectable in soil samples collected from beneath the 12,000- <br /> gallon diesel fuel UST at the time of UST removal in 1987, but low-level polychlorinated <br /> biphenyls were detected in the soil sample that was collected from beneath the 1,000- <br /> gallon waste oil UST. <br /> On July 30, 2008, the EHD sent a letter to the responsible party (RP) requesting additional <br /> work. The RP has not complied with the EHD directives in the letter and has missed <br /> deadlines. The site continues to be out of compliance. <br /> Based on the site non-compliance and non-fuel ground water contamination, the EHD is <br /> referring this site to the Central Valley Regional Water Quality Control Board for oversight <br /> as the lead regulatory agency.
