The Hazardous Materials Inventory forms for oily absorbent, compressed oxygen, hydraulic oil, gear oil, and propane are not complete/accurate. The hazardous material type for the oily absorbent, hydraulic oil, and gear oil has not been completed and the storage pressure for the compressed oxygen and propane is not complete/accurate. This information must be current and submitted as part of the business plan. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. This was corrected on site. This is a minor violation. 6 HSC 25505(a)(2) Failed to complete and/or submit a site map with all required content. The map does not show loading areas, storm and sewer drains, access and exit points (structures), emergency shutoffs, hazardous material handling and storage areas, emergency response equipment(fire extinguishers and spill control), and a legend has not been provided to identify the code and symbols used on the site map. A site map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous material handling and storage areas, and emergency response equipment. If a site map element is not applicable for your facility then list it on the map and label as "NA". This is a Class II violation. 7 HSC 25505(a)(3) Failed to establish and/or submit emergency response procedures for a release or threatened release. The emergency response procedures were lacking. Section C. the phone number for the Local Unified Program Agency,209-468-3420 has not been identified. A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to, the following: - Immediate notification of local emergency personnel and the Environmental Health Department (EHD) - Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment - Evacuation plans and procedures, including immediate notice, for the site Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This was corrected on site. This is a Class II violation. Overall Inspection Comments: All violations corrected at the time of inspection. Facility does not have internal roads and this element was not addressed on the site map.
