The training program lacks the frequency of training (initial and annual refresher training), safety procedures in the event of a release or threatened release of a hazardous material, familiarity with the emergency response plans and procedures, immediate notification contacts to the appropriate local emergency repose personnel and the Environmental Health Department, procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment. Training programs for all employees and annual training, including refresher courses, shall include safety procedures for the event of a release or threatened release of a hazardous material, including, but not limited to, familiarity with the facility's emergency response plans and procedures. These training programs may take into consideration of each employee. Immediately prepare or update the facility's training program, log into the California Environmental Reporting System (CERS) at http-.Hcers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is a Class II violation. 9 HSC 25508(a)(1) Failed to annually review and certify that the business plan is complete, accurate, and up to date. The business plan information has not been reviewed and resubmitted in the California Environmental Reporting System(CERS) annually by January 15. The hazardous materials inventory shall be submitted by January 15 of each calendar year and may be submitted beginning November 1 of the previous year. Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, within 30 days of receiving the completed inspection report. Facility does not have internal roads and this element was not addressed on the site map. Please address this by either writing "NA"for not applicable or a statement that says the element is not on site. Please correct this by the next submittal.
