Tiger Lines, LLC <br /> 927 East Black Diamond Way <br /> Lodi, CA 95240 <br /> Item #711: CFR 112.8(c)(6) Failed to perform scheduled tank tests or inspections by appropriately <br /> qualified personnel. <br /> Summary of Violations <br /> The outside of containers is not frequently inspected for signs of deterioration, discharges, or <br /> accumulation of oil. Facility personnel stated that the interstitial space of the double walled tanks is <br /> not inspected. Each aboveground container shall be tested and inspected for integrity on a regular <br /> schedule and whenever repairs are made. The qualifications of personnel performing tests and <br /> inspections, frequency and type of testing and inspections that take into account container size, <br /> configuration, and design shall be determined in accordance with industry standards. Examples of <br /> these integrity tests include, but are not limited to visual inspection, hydrostatic testing, <br /> radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non- <br /> destructive testing. You must keep comparison records and you must also inspect the container's <br /> supports and foundations. In addition, you must frequently inspect the outside of the container for <br /> signs of deterioration, discharges, or accumulation of oil inside diked areas. Immediately inspect the <br /> Interstitial space of double walled tanks, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> Corrective Actions Taken for Each Violation: <br /> 1. The interstitial space for the double walled tanks will be inspected immediately. <br /> 2. The immediate use of the STI SP-001 Inspection Forms will be used to conduct monthly and <br /> annual inspections. The use of the STI Inspection Forms which will ensure that all tanks and <br /> related equipment and containment areas will be properly inspected at the correct <br /> intervals. <br /> 3. Testing by qualified personnel according to STI SP-001 will begin immediately. <br /> 4. Inspection and testing records will be retained according to the SPCC Rules. <br /> Item#711: CFR 112.8(c)(11) Failed to locate properly or provide sufficient secondary containment <br /> for mobile/portable containers. <br /> Summary of Violations <br /> 55-gallon drums were observed with insufficient secondary containment. The drums were observed <br /> on spill pallets, but five drums were observed on pallets meant to hold 4 drums. The drums on the <br /> edges of the pallets were not fully contained within the spill pallets, A 55-gallon drum mentioned in <br /> the SPCC that is used to collect ail from used oil filters does not have seconddry contslnment <br /> addressed in the 5PCC plan. Portable oil storage containers must be positioned or located to <br /> prevent a discharge and shall be furnished with a secondary means of containment sufficient to <br /> contain the capacity of the largest single container with sufficient freeboard to contain precipitation. <br /> Immediately provide sufficient secondary containment for this and all other portable containers at <br /> this facility, or provide equivalence as allowed by CFR 112.7a)(2). <br /> This is a Class II violation. <br /> Page 4 of 5 <br />
