AC Environmental Enginors
5582 McFadden Avenue • Huntington Beach, CA 92649-1318
Fax (714) 379-8894 Tel (714) 379-8888
To: file
From: David C.
Date: April 4, 1997
Re: Western Spray Painting, Stockton - Tiered Permit
Today I spoke with Carl Borgman of the San Joaquin County Environmental Health
Division (SJCEHD) in regard to my fax dated March 25`h. He stated that he does not
handle tiered permitting but to call Margarate Gragorio, Supervisor of Hazardous Waste
Department. I did and left a message for her to call me regarding this matter.
Doug Wilson of the SJCEHD called me back. He stated that DTSC of California is no
longer the lead agency for tiered permitting. But rather San Joaquin County has become
the lead agency. He stated that he would forward the requested materials (requested in
my fax of March 25`h). He then told me to re -submit the completed application to the
SJVEHD but that we should wait several months (4 - 6) before re -submitting because the
change of lead agency would not take full effect until then and that submitting any earlier
could lead to the application being lost.
We are waiting for the requested information. Once received, the following should be re-
submitted to the SJCEHD and a copy to should also be sent to DTSC:
1. Original package (copy)
2. Page 1, 2 and 3 (higlighted in envolope titled, "Tiered Permitting Forms")
Upon review by SJCEHD, they will notify AQC if additional submittals are necessary
such as a Phase I Site Assessment Checklist and/or Financial Assurance documentation.
