Pacific Ave . , Stockton , CA 95207 <br /> The San Joaquin County Environmental Health Department ( EHD ) has completed the review of the <br /> application for a permit to replace penetration fittings in all STP sumps , fill sumps , and UDCs , and <br /> replace the 87 and 91 flex piping between UDCs 1 /2 and 3/4 on the underground storage tank ( UST) <br /> system at the above noted address . The permit has been approved with the following conditions : <br /> 1 . Contact the local fire department and the San Joaquin Valley Air Pollution Control District for <br /> any applicable permits and requirements . <br /> 2 . Any changes in information and scope of work must be submitted to EHD for approval prior to <br /> commencing work . All new addenda supersede the previous ones . <br /> 3 . Contact Stacy Rivera at (209) 468- 3440 to arrange the following inspection appointments ( a <br /> 48- hour notice is required for inspection appointments) . Please be aware that inspections for <br /> emergency work must be scheduled within five days of permit approval . <br /> a . Witness soil sampling . ( Ensure piping location has been clearly marked on the ground prior <br /> to sampling . ) <br /> b . Overfill prevention verification : Measurement of drop tubes to verify 95 % tank volume shut <br /> off. <br /> c . Verification of communication of secondary piping into all UDCs and sumps , as required for <br /> detection of a leak at the earliest opportunity . <br /> d . 24- hour hydrostatic test (or equivalent) on STP sumps , fill sumps , and UDCs <br /> e . Primary piping soap test : One hour pneumatic pressure test at 110 % of operating pressure , <br /> or 40 psi , whichever is greater. <br /> f. Primary piping test : Witness tightness test performed by SWRCB licensed tank tester or <br /> receive passing 0 . 1 gallon per hour test results from the PLLD ( if installed ) . A visual <br /> inspection is required for PLLD tested lines . <br /> g . Secondary piping soap test : One hour pressure test per manufacturer' s guidelines . If there <br /> are no manufacturer' s guidelines , test shall be performed using an applicable method <br /> specified in an industry code or engineering standard . <br /> h . If concrete will be broken near the sumps or piping , a secondary containment test must be <br /> performed on the affected portions once concrete is poured in accordance with the <br /> manufacturer' s guidelines . <br /> Please be aware that the facility cannot receive fuel in the USTs prior to the EHD <br /> N <br /> nspection and approval . <br /> 1868 E .
