SOLID WASTE FACILITY PERMIT Facility Number: <br /> 39-AA-0045 <br /> 12. Legal Description of Facility: <br /> Sections 9 and 16,Township I;North,Range 6 East,Mount Diablo Base and Meridian,County of San Joaquin. <br /> 13. Findings: <br /> a. This permit is consistent with the San Joaquin County Integrated Waste Management Plan,which was approved by the CIWMB <br /> in April,2006. The location of the facility is identified in the Non-Disposal Facility Element(NDFE),pursuant to the Public <br /> Resources Code,Section 50001(a). <br /> b. This permit is consistent with the standards adopted by the CIWMB,pursuant to PRC 44010. <br /> c. The design and operation of the facility is consistent with the State Minimum Standards for Solid Waste Handling and Disposal as <br /> detemuned by the enforcement agency,pursuant to PRC 44009. <br /> d. The construction and demolition and inert debris transfer/processing operation and the composting operation(green waste),which <br /> both operated under EA Notification, will be regulated under the temis and conditions of this Solid Waste Facility Permit. <br /> e. The Stockton Fire Department has determined that the facility is in conformance with applicable fire standards,pursuant to PRC <br /> 44151. <br /> f. The facility has programs to divert construction and demolition debris,wood waste,concrete,asphalt,tires,and white goods from <br /> land disposal. Improvements to the operator's diversion efforts are on going. <br /> g. A Negative Declaration was filed with the State Clearinghouse(SCH#2007092056)on September 17,2007 and will be certified <br /> by the California Integrated Waste Management Board on December 11,2007(Resolution#2007-239). A Notice of Completion <br /> was filed with the State Clearinghouse on September 17,2007. <br /> 14. Prohibitions: <br /> The permittee is prohibited from accepting the following wastes: <br /> Hazardous,radioactive,medical(as defined in Title 22,Division 4,Section 117600-118360 of the Health and Safety Code), <br /> liquid,designated,putrescible wastes(i.e.food waste from residents,restaurants,cafeterias,grocery stores,etc.),or other <br /> wastes requiring special treatment or handling,except as identified in the Report of Facility Information and approved <br /> amendments thereto and as approved by the enforcement agency and other federal,state,and local agencies. <br /> 15.
