Tadese explained to
me that this facility is a permitted solid waste facility and therefore you are allowed to store more than 499 waste
tires as long as storage requirements are met. These storage requirements will be on the last page of the
regulations packet I gave you. This facility must also abide by any storage requirements that are listed in the solid
waste permit. I have made a few changes to the report. I have crossed out the section where I stated that this
facility cannot store more than 499 waste tires. I also added an additional note stating that this facility is a
permitted solid waste facility.
I have attached 3 documents to this email: the waste tire inspection report, a CalRecycle 204 form, and the
regulations pertaining to the use of the 204 form. The CalRecycle 204 form is used in cases where a registered
hauler delivers waste tires to this facility, but does not fill out a manifest. It is also used in the event that an
unregistered hauler delivers 10 or more waste tires to this facility. If one of these events occurs a CalRecycle 204
form must be filled out and submitted to the state. If an unregistered hauler delivers 20 waste tires or less to this
facility and has a one time exemption letter(issued by EHD), then the 204 form does not need to be filled out.
Copies of the CalRecycle 204 forms must be retained onsite for 3 years. For more detailed information refer to
the attached regulations (T14 CCR Section 18461). If you have any questions please contact me. You can call
me at 209-468-3284 or respond to this email.
Sincerely,
Harprit S. Mattu
San Joaquin County
Environmental Health Department
1868 E.
