(PEI) was contracted by Wilbur Ellis to provide an STI SP001 <br /> Inspection for the AST at the Manteca, CA facility, on March 27, 2019. This tank inspection included the <br /> tank, tank appurtenances,tank foundation, and tank containment. In addition, PEI inspected all piping, piping <br /> connections and supports, and tank related electrical components from the first skin valve to the first flanged <br /> connection outside the containment. <br /> This report is generated on data gathered from three locations: applicable codes, regulations, and laws;the <br /> observed field conditions existent during the STI-SP001 inspection; and material provided in written form <br /> by the facility, end-user, or client (e.g., as-builts, previous inspection reports, written transcriptions of <br /> conversations with the facility). This inspection report is based solely on empirically observable conditions, <br /> observed during the inspection process and correspondence with the facility or end-user. <br /> The tank 4038 is a 10-ft. diameter x 28-ft. tall, vertical cylinder with butt-welded shell welds. The product <br /> stored in the tank is Mineral Oil. <br /> Inspection Methods Results <br /> Goal Employed <br /> 1. Hydraulic . VT of tank a. Visual assessment and non-destructive testing performed did <br /> and bottom, not identify any key components that may affect the hydraulic <br /> Structural appurtenance, integrity of the tank. <br /> Integrity shell, piping, b. The inspection of the tank was performed while the tank was <br /> containment area in-service. Overall, the tank appears to be in good condition. <br /> for signs of c. The tank has a release prevention barrier(RPB) in the form of <br /> Continuous a concrete dike secondary containment. At the time of <br /> Release inspection, the RPB was in good condition. Consider pressure <br /> Detection Method washing the containment and fill any cracks in the containment <br /> CRDM with caulking. <br /> c. During periodic inspections, monitor the containment for <br /> debris and remove as needed. <br /> d. The tank may be categorized as an STI SP001 Category 1 and <br /> as such an Internal Inspection is not required. <br /> 3. Containment . Measure a. The dike area is concrete with minimal permeability. Overall, <br /> containment the secondary containment is adequate. <br /> • Determine b. The containment volume is approximately 20,000 gallons.The <br /> permeability of tank volume is approx. 16,500 gallons. The containment is more <br /> containment than 110% of the tank volume and is adequate. <br /> c. Minimal vegetation growth was present inside the secondary <br /> containment. <br /> d.
