PO Box 1928
POWERS BENICIA,CA 94510 STI SP-001 INSPECTION
TEL 707 334 3400
FAx 707 922 2284 WILBUR ELLIS MANTEGA,CA
ENGINEERING&INSPECTION,INC. www.powersei.com Tank 4038
Tank Suitability for Service Statement
This facility is regulated by all federal, state, and local regulations.
The Code of Federal Regulations, 40 CFR 112, requires that the
facility maintain a Spill Prevention, Control, and Countermeasures
(SPCC) plan that adheres to the industry standard requirements for
regular inspections. The Steel Tank Institute (STI) SP001 Standard
requires that the aboveground storage tanks (ASTs) be formally
inspected based on the category of the AST.
JOO
Next Inspection Schedules
STI SP001 recommends the interval to the next inspection be
determined based on known tank category and volume. Per
inspection interval definitions outlined in STI SP001, PEI recommends -
the following inspection schedule: 10_
• An out-of-service, internal inspection inspection is not required.
• A leak test in accordance with STI SP001 is not required.
• An external, in-service inspection should be scheduled no more than 20 years from the current
inspection date or sooner if a change in tank condition occurs. However, more stringent governing
regulatory intervals of inspection may supersede this interval.
Required Repairs for Continued Service
1. Perform an STI SP001 External Inspection within 20 years (2039).
Considerations or Recommended Repairs
2. Apply touch-up coatings to the isolated areas of coating failure.
3. Consider pressure washing the containment and filling any cracks with caulking.
4. Replace the threaded components with welded components to prevent seeps.
5. Install a nameplate with basic tank information.
6. Install a new NFPA placard on or near the tank that conforms to NFPA 704.
Non-Mandatory Items
7. Monitor the threaded nozzle components for seeps during monthly and annual inspections.
STI-SP001 Wilbur Ellis Tank 4038 Manteca,CA 2019 RevO Date Printed:4/11/19
©2019 PE&I Inc.
Page 4
